The Tokyo Metropolitan Government (TMG) is strengthening its global startup ecosystem through its Innovation Strategy 2.0, with a key focus on “Global × Scale-up” and supporting technology startups with the potential to grow beyond Japan and expand into international markets.

As part of this strategy, TMG is actively building connections with global innovation ecosystems and creating more opportunities for Tokyo-based startups to explore overseas markets. Among the key destinations, TMG’s Kiyoko Hashiba, Director for Global Promotion, Startup Strategy Promotion Headquarter has identified Malaysia as one of the important destinations in Asia for Tokyo startups looking to expand internationally.

Why Malaysia matters to Tokyo’s startup ecosystem

Malaysia’s growing technology ecosystem, strong startup community, and strategic position within ASEAN make it an attractive destination for Japanese startups. The country provides access to a wider regional network and offers opportunities for businesses seeking growth beyond Japan.

This connection is supported by the Malaysia Digital Economy Corporation (MDEC), a partner that plays a role in strengthening digital innovation and business collaboration between both countries.

Building stronger connections through SusHi Tech Tokyo

TMG and MDEC have already built a strong relationship through initiatives such as SusHi Tech Tokyo, a global startup event that brings together innovators, investors, and ecosystem partners from around the world. 

MDEC has actively participated in SusHi Tech Tokyo by showcasing Malaysian innovation through the Malaysian Pavilion in 2025 and 2026, bringing together Malaysian startups and partner organisations to explore business opportunities in Japan.

At the same time, Malaysian startups have shown strong interest in entering the Tokyo market, recognising Japan as a valuable gateway for innovation, investment, and international expansion.

Supporting Malaysian startups entering the Tokyo market

As part of this ongoing partnership, TMG and MDEC co-organised a special event focused on creating stronger links between Tokyo and Malaysian startups. 

The event highlighted opportunities for Malaysian startups looking to expand into Tokyo through fireside chats and panel discussions featuring Malaysian startups that have already established a presence in Japan. These sessions will provide practical insights on market entry strategies, challenges, and opportunities when building a presence in Tokyo.

The event also highlighted SusHi Tech Tokyo as a platform for startups to access the Japanese market and connect with stakeholders who can support their expansion into other international markets. 

In addition, five promising Tokyo-based technology startups interested in expanding into Malaysia showcased their solutions and participated in business matching opportunities with Malaysian companies and ecosystem partners.

Exploring Malaysia’s innovation ecosystem

Beyond the event, TMG, with support from MDEC, organised a 1.5-day ecosystem tour for the five Tokyo startups. 

During the visit, the startups will explore Malaysia’s innovation landscape through visits to key technology and entrepreneurship hubs, including SIDEC, MRANTI Park, CoPlace 10 (Leave a Nest Malaysia), and the Malaysian Smart Factory.

These visits will provide Tokyo startups with deeper insights into Malaysia’s technology ecosystem, industry opportunities, and potential areas for collaboration.
